Short answer: The online casino Netherlands rule is simple: a site is only legal if it holds a licence from the Kansspelautoriteit (Ksa), the Dutch gambling regulator. The legal market opened on 1 October 2021 and has around 30 licence holders. To play you must be 18+, verify your identity, set limits and pass a Cruks check. Winnings at a licensed site are tax-free for you.

Search for an online casino in the Netherlands in English and you will find plenty of sites that welcome you in your own language. Many have no Dutch licence at all. This guide explains the system for residents who may not read Dutch well: what the law says, what happens at sign-up, which protections you get and what to avoid.
Online casino Netherlands: how does the legal market work?
Online gambling has been legal in the Netherlands since 1 October 2021, when the Remote Gambling Act (Wet Kansspelen op afstand, usually shortened to Koa) came into force. Before that date, no company was allowed to offer online casino games to Dutch players.
The law created a licensing system. A company that wants to offer online games to people in the Netherlands needs a remote gambling licence from the Kansspelautoriteit, the Netherlands Gambling Authority. In mid-2026 there were around 30 active licence holders. Each one has to meet Dutch rules on identity checks, player protection, advertising and fair play.
The key point for you: the licence must be Dutch. A site that is licensed in Malta, Curaçao or anywhere else is not allowed to accept players in the Netherlands, however professional it looks. Who is the Ksa?
The Ksa is the independent regulator for gambling in the European part of the Netherlands. It grants licences, supervises operators, acts against illegal sites and keeps the public register of licence holders. Its website has a short English section; most player information is in Dutch.
How do you recognise a Dutch-licensed casino?
There is one reliable test: look the operator up in the Ksa's public register. The register lists every legal operator by company name, website, app and licence number. If the site you are looking at is not in it, it is not a legal online casino in the Netherlands. A seal, logo or "licensed" badge on the site itself proves nothing.

The way a site behaves also gives strong clues, because all licensed operators follow the same rules.

That slogan is worth knowing. Since 1 April 2022, gambling advertising in the Netherlands must carry the line "Wat kost gokken jou? Stop op tijd. 18+". In English it means "What does gambling cost you? Stop in time. 18+". It replaced the older slogan "Speel bewust 18+" ("play responsibly"). Seeing it is not proof of a licence, but a casino advert without it is a warning sign.
What makes Dutch casinos different from casinos elsewhere?
If you have played in another country, Dutch casinos can feel strict. That is by design: several features you may know from abroad are not allowed here.
- No autoplay: every spin or round must start with your own action.
- No automatically played bought spins: "bonus buy" in that form is not permitted under the Ksa testing scheme.
- No cashback on losses: operators may not refund part of what you lose.
- Honest demo games: a practice version must work exactly like the real game.
- Visible return to player: game information must show the theoretical RTP.
- No credit: operators may not lend you money to play.
Can you play at a Dutch online casino as an expat?
Yes. Legal Dutch casinos are open to adults who live in the Netherlands, whatever their nationality. You do not need to speak Dutch, although you should expect the site, terms and customer service to be in Dutch first. Many licensed operators also offer an English version of their site, but this differs per casino, so check before you sign up. A Dutch online casino in English is still a Dutch online casino: the same rules apply in every language.

What you do need is to be identifiable. Anonymous play is not possible at a licensed site: the casino must check your identity and age before you can place a bet.
What do you need to register?

Your passport, ID card or Dutch residence document. The casino checks your name, date of birth and that you are 18 or older. - Your personal details

Many sites use iDIN, which lets you confirm your identity by logging in through your Dutch bank. Others ask you to upload ID or use a video or selfie check. - A bank account in your own name
Withdrawals go to a bank account (IBAN) registered in your own name. Someone else's account will not work. - Your limits
Before you can play, you set a deposit limit, a playing-time limit and a balance limit.
Tip: If you have only just arrived, check first that you can verify your identity and that you have a bank account in your own name. Without those, sign-up at a licensed casino stalls at the verification step.
What limits are mandatory at a legal online casino in the Netherlands?
When you register at a licensed site, you must set your own limits for deposits, time played and account balance. You choose the amounts, but you cannot skip the step.
On top of that, since 1 October 2024 the Ksa's policy rules add an affordability check for higher amounts. "Net" means deposits minus withdrawals.

The affordability check looks at your structural income. Since July 2026, savings no longer count towards it. For expats this can mean the casino asks for documents such as a payslip or bank statement. It can feel intrusive, but it is a legal requirement, not a sign that something is wrong with your account.
What is Cruks and does it apply to you?
Cruks (Centraal Register Uitsluiting Kansspelen) is the Dutch central register for gambling self-exclusion. Every licensed operator must check it before you play. If you are registered, you cannot play at any Dutch-licensed online casino. This applies to everyone who plays at a licensed site, expats included.
- You register yourself at cruksregister.nl using DigiD, the Dutch government login.
- The minimum period is 6 months. You cannot cancel earlier.
- After 6 months you can end the registration yourself; otherwise it runs until the end of the period you chose.
- Family members or people close to you can ask the Ksa for an involuntary registration if they are worried about you.
If you do not have DigiD, you can register with a paper form by post; the stop then starts a few days after it is processed (source: Kansspelautoriteit). A Cruks registration is one of the strongest tools available if you want to take a break.
How do payments work at a Dutch casino online?
Most players deposit with iDEAL, the Dutch bank payment system that works with every major Dutch bank. You approve the payment in your banking app and the money usually appears in your casino account straight away. If you have a Dutch bank account, you already have iDEAL.

You cannot cash out through iDEAL itself: the casino sends your money by bank transfer (SEPA) to the IBAN in your name. Speed depends on the casino's internal checks and your first-withdrawal verification. Other methods, such as e-wallets or prepaid vouchers, differ per operator. Credit cards are a grey area in practice: operators may not give you credit, and whether a card is accepted varies per casino.
iDEAL is gradually moving to Wero, a European payment brand. Co-branding started in 2026, with completion aimed at the end of 2027. For you, paying via your banking app stays largely the same.
Do you pay tax on online gambling in the Netherlands?
At a licensed casino, no. The operator pays Dutch gambling tax (kansspelbelasting) on its gross gaming result. The rate in 2026 is 37.8%, up from 34.2% in 2025. You do not pay anything and you do not need to report your winnings for this tax.
At an illegal or foreign site, the picture changes. You then have to file a gambling tax return yourself, every month, on your monthly result: prizes minus stakes. For example, €1,000 in prizes minus €400 staked gives a €600 result; 37.8% of that is €226.80. Many people playing at offshore sites do not realise this obligation exists.
What games can you play at Dutch online casinos?
Whether you call it a Netherlands casino online or a Dutch casino, licensed sites offer the familiar range of casino games, all tested against Dutch requirements.

Is there a mobile casino in the Netherlands?
Yes. Every licensed operator offers its games on mobile, through a browser site, an app or both. If you use an app, check that the app itself is listed in the Ksa register, because the register includes apps as well as websites.
The rules are the same on mobile: identity check, Cruks, limits and payouts. Because a phone makes it easy to start playing at any moment, the time limit you set at sign-up is especially useful.

What should you avoid when gambling online in the Netherlands?
English-language searches about online gambling in the Netherlands often lead to international sites without a Dutch licence. Some openly accept Dutch players. That does not make them legal here.
Watch out: sites without a Ksa licence offer you no Dutch protection. If a payout is refused or an account is closed, there is no Dutch regulator to turn to, and you are responsible for declaring and paying gambling tax yourself.
Typical warning signs:
- The site advertises "no verification", "no Cruks" or "no limits".
- It cannot be found in the Ksa register.
- It mentions a licence from another country as if that covers the Netherlands.
- It pushes large bonuses with conditions that are hard to find or read.
- It offers payouts in crypto or to accounts not in your name.
Bonuses at licensed sites are allowed for now, but they always come with conditions such as wagering requirements and time limits. Read those before you accept anything. The Dutch cabinet has proposed banning bonuses entirely; that is a plan, not yet law.
Where can you get help with gambling in the Netherlands?
If gambling stops being fun, or you are worried about someone else, you can call Open over gokken on 0800-24 000 22. It is free, anonymous and available 24 hours a day. The service is run by the Ksa and replaced the former Loket Kansspel in September 2025. We have not been able to confirm whether help is available in English, so ask when you call.

Is online gambling legal in the Netherlands?
Yes, since 1 October 2021, but only at operators with a licence from the Kansspelautoriteit. Sites without a Dutch licence are illegal for players in the Netherlands, even if they hold a licence from another country.
Can I play at a Dutch online casino if I am not Dutch?
Yes, if you live in the Netherlands and are 18 or older. You need to verify your identity, and withdrawals go to a bank account in your own name. Check that you can complete the identity check before you deposit.
Are Dutch online casinos available in English?
Many licensed casinos offer an English version, but not all. The Dutch version is always the main one, and terms or customer service may be in Dutch only. Check the language options before you register.
Do I pay tax on casino winnings in the Netherlands?
Not at a licensed casino: the operator pays the 37.8% gambling tax. At an unlicensed site you must declare your result yourself every month.
How do I withdraw money from a Dutch casino?
By bank transfer to the IBAN in your name. You can deposit with iDEAL, but iDEAL cannot be used for withdrawals. Your first withdrawal usually includes an extra verification step.
Does Cruks apply to expats?
Yes. Every licensed operator checks Cruks before you play, regardless of nationality. You register yourself for at least six months, via DigiD or with a paper form by post.
What changed in 2026?
Several things changed around online casinos in the Netherlands in 2026. On 1 January the gambling tax paid by operators rose from 34.2% to 37.8%, and new Ksa policy rules for licence applications took effect. The first licences from 2021 expired at the end of September 2026; on 17 September the Ksa granted the first eight follow-up licences.
On 12 June 2026 the Dutch cabinet proposed a near-total advertising ban, a ban on bonuses, a deposit limit across all sites with an affordability check, improvements to Cruks and tougher action against illegal operators. These are proposals, not law. For the affordability check, savings no longer count since July 2026.
